Ross is very affordable. They have great prices on random things, including clothing, footwear and bedding.

The maternity section is a little hard to find, not too well-stocked and often has plus sizes (non-maternity, just big clothes), and has no nursing tops. But if you don't mind sorting through stuff, the prices are pretty good.
