Kellogg park (at El Camino del Oro and Vallecitos) is great for the infant to 10 year old set. Good equipment (5 slides, 6 swings, lots more), clean, and well-protected, close to parking and restrooms (but not too close). The beach and boardwalk are right there, too.

Great playground adjacent to the beach and grass at beautiful La Jolla Shores.

Safe beach setting with privacy and shallow water near the bay. Kids love to play in the nice clean sand. Problem is no bathroom facilities, but not a publicly maintaned park, so not so crowded either.

A small little known beach at the end of Point Loma overlooking Shelter Island. There are no waves so it is a great place for toddlers. There are no playground equipment so pack up your sand toys, sunscreen, baby powder (removes sand), lunch and have fun. Always visited by locals but never packed like other beaches.
