We enjoy getting an ice cream and sitting around at the Harbor. Not geared towards the Wee Ones - but they do enjoy seeing the sites if you want to spend the money on it.

Shops aren't really geared towards the young ones. More for older kids.

There's alot to see and do at the Inner Harbor, but not much of it is geared toward the little ones. They'll love watching the acrobat school, and there is a carousel, but I'd save this trip for when the kiddies are a little older.

Walking around is free (okay - maybe not if you count parking,) and sure to give the whole family plenty to see. Lots of fun pay activities, too. Paddle dragon boats, tour a submarine, watch a step show, eat, shop...
