My two year-old daughter loves to go to the Water Tots session at the Bloomington Aquatic Center. You pay admission for your children under age 5 (around $5) and parents or chaperones are free. It's only Monday and Fridays from 8am -10am but it's just long enough for my daughter to have a good splash. Lots of nice toddlers and pretty low-key. Zero entry pool area with splashy fun features.
