Check with the Metro parks.  Sometimes they have party rooms and have special programs for all the kids to enjoy along with a craft.  Sometimes it's free - other times it's a small fee per child.  Usually $5 or less!

Maybe try a local playground that has pavillions to sit under or if they don't have any do a picnic style party.  My son is turning 2 in July and I am having his party @ the Preston's Hope playground located behind the JCC in Beachwood.
